Never installed, or something triggered the cameras from not working. :)

Same reason why someone finds out Clark's abilities, yet they have some sort of memory wipe.

Didn't Lex have a camera in Lana's room and use to watch her undress? I could have sworn he did something like that earlier in the Season.
