I don't believe Lionel hired anyone to kill Lana, but odds are he knows the Senator hired someone. I am having a hard time believing Lionel's switch from good to evil in this one, so completely, but there's some grey area here. For example he forced Lana to marry Lex, but in order to protect Clark somehow. Lionel is the ultimate Ends Justifies the Means character in this show. Even in his first appearances this behaviour was his most noticable trait.
