I think the Haitian must be working for either Claude (unlikely but the signs point to it since that scene was what came on after HRG asked who he worked for) or Hiro's Dad.

yea the effects were crazy and i think i kno what claude meant when he said that the lucky ones get the mark. hrg said he had a choice to kill him or leave him be but since they were low lvls of radiation he left him be. i think the organization kills off the dangerous ones and just observes the non dangerous ones
