I apologize if someone has posted this before.
In addition to the TV show, I'm also reading the chapters of the online graphic novels of Heroes.
In chapter 18 where Ted Sprague is covered in cement (á la Chernobyl), I thought the "man in charge" looked like George Takei (Mr. Kaito).
It all makes sense that he is resistant to Radiation. Remember the cockroach, Mohinder was talking about in the first episode (Genesis), the actual power may have already awakened in a person.
It has been shown that relatives of those with powers also can have powers, although a mutation might also occur in a family line for the first time. (DL, Niki and Micah ; Peter & Nathan ; Claire, her biological mother and Nathan).
An Irony, or simply cause and effect, may be that in the second chapter of the online comic, Hiro visits a Hiroshima memorial and it is revealed that his grandfather initially survived the fallout but later succumbed to cancer caused by the bomb. It is also revealed that Hiro was named Hiro from HIROshima, "so that they will never forget". That's also one big motivator for Hiro to stop the bomb.
I don't know insofar the lives of those with powers or their parents influence which powers they will develop. But I think Mr. Kaito is resistant to radiation.
It would also make sense why he would like to stop Ted Sprague and it makes sense that he was in the US for another reason in addition to getting Hiro back.
