Okay, so lets forget about the lack of powers. What else was in the dream that wasn't true to Smallville?

Clark: Confused and Scared
Clark: Distrustful of what everyone says
Clark: Not over Lana
Lana: Not over Clark
Lex: Resentful of Clark
Martha: Sexual tension between her and Lionel
Chloe: Gonna go crazy
Chloe: Had a Wall of Weird
Chloe: Only one that believed in Clark (bleh!)

See what I mean? Not too much of a stretch. You really have to appreciate the 'Phantom's' ability to come up with such a real-Smallville scheme after 2.16 seconds after getting into Clark's head.

Well, the Lex part was untrue and Lana living on the farm was very untrue (though I expect her to live with the Kents once Lex throws her out of the mansion or she leaves).

The phantom used Clark's fears and perhaps had been observing him for some time so he knew something about him. Clark knew Chloe feared being institutionalized.

And Lana was exactly like she always is. This means Clark knows deep down what Lana really is but still has moments when he desired normality. Still it mades him look pathetic and stupid to want a nasty girl like Lana at ep's end.
