I'm trying to figure out if he has some sort of device that makes his voice deeper. Because if he does, he hides it very well. You honestly wouldn't know that's Oliver b/c of the voice.

He has to. That is not a natural deepening of a voice, but rather an electronic sound, IMO.

So how does he use it if it isn't by his mouth?

Maybe it's in two parts - one near his ear (or in his mouth) and the other in his hand. The one in hand activates, the one in ear/mouth alters voice soundwaves. Just a guess... :)

Yea, i heard him click it on and Clark used it when he was disguising himself as the Green Arrow in "Hydro." Oliver made most of his gadgets, which are groundbreaking, so i sure he made the voice changer, much like that in the "Scream" movies, but Olivers is for a good cause : ) I for one, would be happy to see a Green Arrow spin-off. The character is awesome on "Smallville" and Justin Hartley is a great actor. Much emotion and characterization in each episode that he was in on "Smallville"
