Maybe I missed something, but I thought she said her office gave her a view of Gotham City. Which would mean she works at a different place. I didn't really pay much attention to the actual paper showing the gossip, so I can't really say much other than that on this topic.

It's front page of section B that her gossip goes in NOT the front page of a whole newspaper.

Right, it's in the "lifestyles" section of most news papers, meaning the section after the news.
