It takes a fairly good actor to pull off goofy, and Ashmore is doing it well.

There seems to be a lot of dislike for the Jimmy character, though I too think Mr. Action don't really belong in Smallville, since we do have him, I think he is being done well.
Since his creation Jimmy has been there for comic relief, and I think Smallville needs a lot of it.
