If Lionel is a vessel for Jor-El, then why didn't he use his powers, like he did in Hidden, to save himself and Martha?

Because he only became Jor-El when clark had died. Then he came and brought him back.
He couldn't use his "powers" because it wasnt Clark that was endangered. It was Martha. Lionel can't bring people back left and right.

I see what you mean, but Lionel/Jor-El also stole Clark's body from the hospital, so he should have been able to use his powers again.

jor el wouldnt save lionels life there is no reason to he is only going to save clark. we have seen before that jor el is only intrested in clarks life and he doesnt care if anyone else dies. if lionel died then jor el can probably just posses chloe if she touched the key like he possesed mr kent.
i honestly thought that lionel was really going to shoot himself but he wouldnt die cause of jor el but it didnt work that way
