I always thought that the title refered to Mercy Graves, Lex bodyguard/driver.

well in the spoilers not like it will ruin anything here but there was something about a limo driver so Mercy can have 2 meanings if you think about it. Mercy as a person and Mercy as in not wanting to be tortured

I thought that the use of no mercy as one of the puzzlr answers and Mercy as the episode title was very intriguing!
