Does Lionel have asthma or something? Anybody else notice that every two seconds he takes short, deep gulps of breath?

Hmm... I never really noticed. He is definitely an older guy so his breathing might be heavier than the other characters. I seem to recall JK was a little like that too. Or he may have gotten used to doing that for dramatic effect.
Either way, it makes his character more life like, I think. ;)

...course, if Lex Luthor was my kid, I'd be a smokeaholic too!

It's for dramatic effect. John Glover tends to masticate, chew and deliberately chop his mouth before saying something, and pause...putting his hands to his lips as if in deep thought...before getting in the last word or unleashing a plan. It's really fun to watch. This is just the product of a quality actor having fun with his character imo.

Yeah Glover brings Broadway into Lionel's character and I love that about him. The whole myseterious like spphisticated mannerisms match the character prefectly.
and as for Schneider/Jonathan. Them platitudes of his were usually long. He needed the time to recooperate afterwards.

I always thought breathing was a good thing. His breathing pattern is very recognizable as Lionel's. I think it adds flair to his character. Such punctuated breathing adds drama to Lionel's lines.
