It's campaign finance fraud. Lionel can only donate as much as any other citizen to Jonathan's campaign. For him to be able to help them match Lex's funds (keep in mind that Lex can spend as much as he wants on his *own* campaign, as that doesn't imply a conflict of interest and undue infuence by a contributor) would mean he's donating far more than the law allows.
