I was thinking the same thing. Those houses seemed pretty decent. Of course, with the cost of housing in Metropolis (if it's anything like most big cities) then ever penny these families make goes to paying the rent. So, maybe that's why they don't have any money for toys.

Just because the home looked nice on the inside, doesn't necessarily mean it was an expensive home. Some people just decorate and keep and cleaner house. They also could have inherited it from family. The point is that looks can be decieving. Any family can be on hard times.
