I'm of the belief that Fine orchestrated that whole insident so that he would be able to confuse Clark (when he came to him the first time, he knew what truck he was talking about and everything and then later claimed the conversation never took place--am I making any sense?). So yea, the creepy voice was definetly Fine.

It REALLY sounded like Lex in my ears, but obviously "made-up" by Fine.
