I'm pretty sure it was heavily implied that it was intentional. We don't know for sure based solely on the episode.

That being said, he had to have a reason for visiting Belle Reeve, and I don't buy that it was just to check up on Pops. He's wanted Lionel put away for good for a long time now, and now that he's got it, he's not gonna be visiting him. I believe he was there to help Electro Boy escape, but it was never confirmed.

my theory is that lex knows about clark secret or some of it
1) when lionel shot jason from spilling the truth

3) chloe somehow got teleported from the caves to the middle of the yukon
