They have never been a couple except for a few moments together under the tree in the last episode of Season Two. First season there was Whitney and Clark respected that relationship and was willing to wait, then at the end of Season One Whitney left to join the Marines and asked Clark to look out for Lana. That effectively hindered his making a move then. Later Lana broke up with Whitney via a video letter, but Clark wasn't sure she was over him completely. Then they had the brief moment under the tree holding each other, but Clark had gotten the call from JorEl and was preoccupied thinking about how he was going to deal with that. After he dealt with it the best way he knew how by destroying the ship (last episode season Two), he found he had hurt his parents with the explosion, his mom lost the baby, and he feared he would hurt Lana as well, so he scrounged up a red K ring, put it on voluntarily, and left for Metropolis despite Lana's pleas that he stay. Third season Clark is back, but first he is at arm's length or interested in someone else, then she is at arm's length or interested in someone else. Their relationship has never really been that of a boyfriend/girlfriend and the constant yo yo has grated on everyone's nerves. Now even TPTB realize the relationship was ruined and have given up on it, at least for the fourth season, and introduced Lois Lane, who, if they follow canon, will be his ultimate true love. So, just take the rollercoaster ride with the rest of us and hope for the best.
