I'm thinking it is Lowell -So it is the scene in Progeny when Chloe and Moira are trying to escape. Moira gets Lowell to help them, the guard stops Lowell and Moira, and Chloe gets away. Lex tries to stop her, but she fires her (tranquilizer?) gun at him, and Clark hesitates, then knocks Lex out of the way - none too gently.

Hmm, I don't remember the exact scene. I remember Rachael offered to give Chloe an interview and Rachael teasing Clark about something. I forgot what the announcement was about (perhaps taking a break from filming or Clark's heroism).

No, you definitely have the right scene. Rachel offered to give Chloe an interview, and she teased Clark about not having seen all her films/TV shows. The announcement was about taking a break and Rachel needing time alone with Clark.
