Yes but for good reason, she knows extreme emotion brings out the beast/holds it at bay. Davis' obsession with Chloe is what keeps the beast down when he's around her. But DD's genetic anger and hate for Clark will bring him out when he's around Clark. So she's trying to keep them apart at whatever the cost.

You are right, Davis belongs in the PZ together with all the other intergalactic criminals. If she's so worried about him being alone there for all the eternity, she should go with him. It will be more effective than spending the rest of her life (that will be way much shorter than Davis', he's immortal) running away.
