How come the fortress was remade after it was self-destroyed in season 7 finalle. ?

The Fortress wasn't actually destroyed, it reverted back into the Crystal of Knowledge. When Clark got it back, he rebuilt it by throwing it back into the Arctic Circle.

Clark had to recreate the Fortress in order to stop Brainiac from taking over Chloe’s mind and ask Jor-El to heal her.
