What was said on the phone?

I was one of the people with no audio tonight. I tried watching with closed caption but it was all messed up with missing lines, then the technical difficulties sign came up and the caption disappeared completely. I got what happenned most of the episode except the phone conversation. Could somene describe what was said and also what did his voice sound like because I noticed the device he used.

Well the voice just sounded like really deep, you know the kind Oliver has when he is Green Arrow, except this was deeper, and about what was said....you reaalllly dont wanna ruin the scene by reading what they said...cuz it was a great scene!! Watch it.
