I wouldn't be surprised if this is where Niki, Tracy, and Barbara were given their abilities. I also wouldn't be surprised if this is where they perfected the formula and after things didn't quite work too well the formula was given to Kaito Nakamura for safekeeping.

I re-watched the episode and was trying to see exactly what the sign outside the complex said. The middle sign was hard to read, but it looked like it said:

Why does everybody have to be there for whatever is going to happen to happen? Angela said even Noah needed to be there and he isn't a Petrelli or related to them and dosen't know much about the place acording to the phone call between him and Angella.

Thanks to Heroes Wiki, I now remember what Angela said about them being at Coyote Sands: "And to prepare for the future, you have to understand the past. You want the answers? Then you'll have to dig." So I don't think it's about restoring powers, reviving the dead, or any other wild speculation. If I'm wrong, I'll eat crow. But just one though.
