I think it has been said twice as a complete sentence (there are other lines, with people's names included).
1st instance was Greg Arkin to his Mom in Metamorphosis before she said she was sending him off to Military academy.
The 2nd instance was Chloe to Clark in Power about Lana possibly changing her views since the "Please, don't come after me" video from Arctic.

1st instance of "It's empty" was Derek Fox (or was it Scott Bowman?) to his cronies (and Lex) in the meat locker in Kinetic when he "kineticked" his hand into Lex's brief case and found no money.
The 2nd instance was a very recent one. It was Clark to Ollie at his LCHQ office in Beast. Clark was referring to Davis's grave.
Another double quote. Which two people said: "Yeah, I'm great."
Well, most recently Jimmy said it to Oliver when Davis had them tied up in the basement in Beast.
And Clark said it to Lana under the tree in Calling when she asks if he's okay.

Well, in desperation I have Googled to see what I can find.
There seems to be an indication in some country's versions of Aqua that when Clark turns on the overhead sprinklers to "repower" the strapped down Arthur Curry (in Lex's Leviathan lab), he breaks free and when Clark says "I knew I'd find you here. Are you okay?" AC then says "It worked, man. Something's going down".
But I heard it (and I checked the subtitles on my S5 DVDs) as "Wet and ready, bro. The test is going down."
