The 1st instance was Clark to Jason at SMC in Jinx when Jason mentioned Clark's refusal to see a doctor after his recent collapse and then told him Coach Quigley suspectd Clark was on drugs.
The 2nd was Clark to Chloe outside the Ace of Clubs building at the beginning of Toxic after Chloe made some almost jealous comments about how much time Clark and Lois spend together.

No, none of those. It isn't at a party, SV High, the Ace of Clubs, or anywhere at Met U.
The line isn't really background. It's part of a longer speaking part. We hear the line, which is spoken to a recurring guest character, but we do not see the speaker. A main character overhears what is said.
