Chloe did say linda had been kept solid in montana with special cuffs before the area was shut down I'm sure clark could get chloe to find cuff to put on her that would keep her put if she knew about them.

Clark knew to use electricity because Chloe told him that she was detained in (the facility where Lex/Tess kept the meteor freaks, can't remember the name) using electrified shackles.

If you watch the episode again, notice the shackles emitting a glow. It's with these that they emit that current to keep her solid.
