Peter wants to go back, but he wants to fly under the radar (no pun intended)...
There's something to be said, at least before Nathan and his blind judgment, that his own brother would never betray him . What I mean by this is that Peter could easily turn the tables around and expose Nathan as "one of them". But given his plan and the history of his character, I don't think he would ever do such a thing.
If Peter ever made this a point to Nathan, I would think Nathan would or should be in for a rude awakening. This would be a powerful idea to shake up Nathan..that is unless Nathan will have completely lost his conscience.
