HRG/Noah. He is most evil because there's times when you can trust him but others you can't. He's a fickle pickle and a bad/confused man. I couldn't believe it when he sold out Mohinder!!! I was yelling at the TV and everything.

I agree it is HRG. He is responsible for creating Sylar when HRG had Elle tempt Sylar into killing. I don't think Sylar is really evil and when he finds a way to control the hunger he will be a hereo again. Elle is also to blame because when Sylar was working for Arthur she told the attendent at the car rental place she told him that Sylar had kidnaped her which forced Sylar to kill the attendent.

when heroes finally ends its run i see HRG being killed off. Nathan too. nathan for some reason i can still see him redeeming himself. HRG, i just cant put any trust in that guy. in the end of it all it'll probably end with sylar being a hero.

I see Nathan as being the most evil for the following reasons:
Sylar is absolved somewhat by being a confused little boy on the inside. He is only barely below Nathan on this scale, because he knows that what he is doing is wrong, but he feels he cannot stop himself.
Angela always has her own agenda but she doesn't do anything absolutely wrong. She's creepy and manipulative, but she seems to genuinely care about the world and has a sense of right and wrong, which is why I don't trust that she's completely with Nathan on this.
HRG is nowhere NEAR evil. The man is only obsessed with keeping his daughter safe and will do anything in that regard. He has a motive that everyone can understand. Some people would kill to have parents like that...pun intended.
The difference between Noah and Nathan is that Nathan knows that what he is doing will harm other people, and he does it anyway, for his own self-serving reasons.
Nathan is, simply put, a selfish tool. He has been a politician since day one, and he continually abuses his brother's adoration, his mother's companionship, and everyone else's trust in self-propulsion to power. In many ways, he's just like his ol' dad.
