That's Shawn Ashmore (who played Iceman in the X-Men movies), he is Aaron Ashmore's twin brother. In Season 1, "Leech" and Season 3, "Asylum", he played a guy named Eric Summers who used Kryptonite and lightning/electricity to completely transfer Clark's powers to himself (by accident in "Leech" and purposely in "Asylum").
