I beleave thats a refference to the legion of substitute heros who weren't good enough to be legion members but would help out when needed in fact they are featured in a episode of the animated legion show wich is the only reason I know about them.

yep. Members included Stone Boy who could turn to invulnerable stone... but couldn't move once he did. Chlorophyll Kid who claimed he could talk to plants...he can not but he can accelerate their growth. Infectious Lass who can give people diseases but can't cure them.:rotfl:

For real! whats great is that the legion treats them with complete respect and their enemies look down on them giving them the advantage. The legion cartoon had a whole episode dedicated to them.

And the way this was referred in the episode kind of brought the idea that that could change, SV can change history. And it`s very interesting cause I can`t wait to keep watching where the character of Chloe sullivan is going.
