I think it was implied that it took ALL of the haitian's effort and focus to hold in ALL of Arthur's power, therefore he couldn't worry about Sylar without releasing Arthur.

Yeah, I had to add 1-2min extra on the end of the episode in the DVR options because it cuts off early. :\
