I'm thinking that since they couldn't get Batman due to copyrights and stuff, they've settled to have the Clark and Green Arrow friendship in the same type of way.

- Clark met Green Arrow.
- Clark doesn't approve of his methods.
- They start to become allies and respect each other a little.
- They team up.
- They eventually become friends.

The basis of how there friendship has come along is similar to how they normally do the Clark and Batman friendship in other media.
