Although I can understand why you have to slow down time to show Clark's perspective on the action from time to time, I like the speed blurring effect much better. It feels much more energetic and explosive.
Obviously the two effects are not always interchangeable, but sometimes they are.
They seem to be using it a little more this season, which makes sense given the red&blue blur storyline. In 'Identity' the cloths scene was really cool, with the playful apple touch. At the same time, the opening scene had to be shown in Clark time, because the moments of him touching the robber and Lois and of the camera flash had to be very clear.
However, I am not so sure about the tire scene in 'Prey'. It would have been really cool if they had used both effects to show Clarks speedy tire toss. For example by starting out in Clark time with him picking up the tire and then having the time gradually speed up to real time as he is swinging. They could then use a big sweeping camera shot to show the blurring tire speed towards it's target.
Basically, more blurring I say. There's plenty of stuff you can do to keep it from becoming boring, like with the apple.
