Question about the muggers

I have got a couple of questions.First of all,was the mugger in the opening scene a pawn of Tess'?That bail that he got was suspicious and he was attacking Lois who Tess had in her sights.Secondly,why would Tess go after Lois and Jimmy since neither one of them saw the Crystal?Why didn't she go after Clark?

I don't think the mugger was caught after the first attack (I have to go back & watch the episode since I don't entirely remember).

Metropolis seems to have a 1-800-Muggers On Call hotline (pre-req -u must commit the mugging while wearing black)

Why wouldn't Tess go after Clark?unless she know something about him that has made her apprehensive about going after him.
