Why does Clark need a police radio?

I don't think he still has the conficence in himself to sit at one place and expect to hear every noise from every crime.In Superman Returns he sat at the earth's atmosphere and did just that.Smallville's Clark still can't fly.

IMO, I don't think that Clark really Needs a Police Scanner/radio, rather he's trying to adapt to the new situation of spending most of his time in the 'big city'. There are so many sounds of city life that he has to learn to filter out, etc. According to what the police are responding to, he also has to choose where he would be needed most. So, I think he's figuring out HOW to do what he needs to do at this point.

In LnC show, it's somehow shown like Clark's superhearing is always being activated when people yell his name (Superman HEEELPP).
Clark could develop something like this in time :)
