Well, in the first encounter between Hiro and Daphne, Daphne said that Hiro doesn't freeze time, just slows it down. But in this episode it was quite clear she couldn't move. So I'm guessing just 'lost' his grip/control when he saw Daphne the first time? Or did I miss something else?

If you watch the first season when Hiro rescues the little girl from getting hit by the truck or when he saves the lady or was it D.L.(?) before the car blows up. It is quite clear he completely freezes time. He was even able to move objects around and when he was done moving them the object would freeze again.
I have no idea what happened in that first meeting with Daphne. She has to be extremely fast to see and talk to Hiro when he has time literally stopped lol.

I was wondering that as well. My "excuse" was that Daphne was already using her powers the first time they met. This time, she was standing still... so maybe that's how Hiro managed to catch her in the effect.

I agree. When she is not using her power she is just like anyone else. She is affected by time in the same ways. So unless she noticed him using his power and sped up then she would have no notice he had stopped time.
Also since he came back at the exact moment which he left, she wouldn't have noticed anything...or shouldn't have
