She was simply scared that he WAS cutting her head off. He's always been ABLE to cut her head off, he's had Sylar's TK since season 1.

^^ Yeah, but hes never manifested how to use it before.
Future Sylar/Gabriel full on taught him how to do it.

I agree. But I'm sure the prospect of her own head getting sliced off made her shudder. Not to mention it's a very undignified way to die.
