Yes, that was sort of My understanding, too. In the episode "Blue", Lara said something to Clark referencing Jor-El's 'Brain Interactive Construct'. Then in "Persona", Dax-Ur said that his 'Technology' had made Brainiac possible and it turned out to be Destructive, which grieved him. :\

Its possible that due to its ability to replicate each kryptonian had a brainiac to serve them created by Dax-Ur and it was Jor-Els that went rogue.
